Brief CV of IPAF Asia Conference 2014 Speakers

Mr. Go Heng Huat is currently the Deputy Director with the Occupational Safety and Health Division, Ministry of Manpower.

Mr Go Heng Huat has been with the Ministry and involved in the area of WSH for more than 30 years. He is currently a Deputy Director in the Occupational Safety and Health Division, Ministry of Manpower. He holds a BSc (Hons) and MSc both in Chemical Engineering from the University of Newcastle Upon Tyne, UK. As Deputy Director, Mr Go oversees the regulation of crane and MEWP safety, pressure vessels safety, process safety in the oil & petrochemical and chemical industries in Singapore.
 
Mr Go has been actively involved in the national standardisation and accreditation in Singapore. He is a member of the Management Systems Standards Committee of SPRING Singapore and a member of the Council Committee for Management Systems and Products of the Singapore Accreditation Council. He chairs the Technical Committee on Occupational Safety and Health Management System.
 
Mr Go also holds the appointment of an Adjunct Associate Professor in the Department of Chemical and Biomolecular Engineering of National University of Singapore.

Mr. John Ball, Founder and CEO of Velocity Rental Solutions/Former President of IPAF

Ball has been actively involved in the rental industry for almost 30 years. Over the past 20 years as its Managing Director, he has successfully led the development of Irish based rental group Easi UpLifts/Height for Hire from a small domestic company, into a large international player, with 15 locations across Europe.
 
For the past 10 years he has also been a non-executive director of the International Powered Access Federation (IPAF) as well as a member of its international council. He served as its President from 2008 to 2010, securing Ireland for the first time as the venue for its annual international conference and industry awards in April 2009.
 
In late 2013 he sold his shareholding in the Easi UpLifts group, resigning as its Managing Director, and founded Velocity Rental Solutions Ltd., a management and consultancy company for the rental industry.
 
His vast knowledge and active involvement in all aspects of the rental industry, has given him a high industry profile internationally. Through Velocity Rental Solutions he can offer a wide range of efficient services to developing rental companies and equipment manufacturers in any part of the world.

Mr. Chris Wraith, Technical and Safety Executive of International Powered Access Federation

Wraith brings more than 20 years of operational and managerial experience to the access industry. He was formerly with the Lavendon Group, most recently as UK Quality, Health, Safety and Environment manager. He has worked as an IPAF instructor, is a chartered member of the Institute of Occupational Safety and Health, and holds a degree in safety and environmental management.

 

 

Mr Chew Boon Hur, Executive Manager, Construction Productivity Centre, Building and Construction Authority

Chew graduated with Degree of Bachelor Engineering (Mechanical) from Nanyang Technological University.
He is currently the Executive Manager, Construction Productivity Centre, Building and Construction Authority.
 
The Construction Productivity Centre (CPC) promotes and educates the built environment sector on the technology available to improve productivity. It adopts a customer-centric account servicing approach in chaperoning firms in their productivity journey and in administering CPCF incentives to encourage technology adoption, manpower development and capability building by firms.
 

Mr. Chris Smith, Lead Instructor for PASMA, Auditor for IPAF, PASMA & Ladder Association Training Program

Smith has been actively involved in the Work at Height industry for over 20 years. He is a Lead Instructor and Auditor for PASMA (Prefabricated Access Suppliers’ and Manufacturers’ Association), an Examiner and Auditor for IPAF (International Powered Access Federation) and Auditor for the Ladder Association. He regularly presents on the topic of Work at Height at various Access Industry Forum events and industry conferences.

 

 

Mr. Liu Yu, Secretary General of Work at Height Branch of China Occupational Safety & Health Association

Liu is a senior engineer who studied at Xi’an Jiaotong University. In 1972, he worked as Forging Assistant Engineer in Shaanxi Rolling Equipment Plant and a teacher in the Technician Training School, during which he took charge of designing and manufacturing 250kg forging manipulator and won the Second Prize in technological innovation. In 1991, he acted as Head of the Equipment Department of the State Labor Protection Appliance Quality Inspection Center. In 2008, he acted as Director of Beijing Labor Protection Training Center. In 2009, he acted as Secretary General of High Altitude Service Branch of COSHA. For years, he has been engaged with forging machinery design, labor safety, personal protective equipment inspection, safety and environmental protection training. He also participated in production license review of the state industrial products and he is experienced in labor safety management.

Mr. Alex Tan, General Manager of PMB Qucik Access Sdn Bhd, Malaysia -DOSH (M) Scaffold Competent Erector, Committee of Malaysia National Scaffold Standard Work Group, IPAF ( UK ) Training Instructor

Tan has been involved in the access industry for over 14 years. He started PMB Quick Access in year 2004. From a manufacturer of aluminum scaffold who provides sales and rental services, to power access rental in 2008 with brand new fleet. PMB Quick Access owns one of the largest rental fleet of access equipment company in Malaysia. Tan is also a registered DOSH (M) Scaffold Competent Erector since year 2003. In addition, he was invited as a committee member of Malaysia Scaffold Standard Work Group 1, assisting the government on establishing new Malaysia National Scaffold Standard MS 1462. Alex Tan is the 1st IPAF Instructor in Malaysia with experience in providing IPAF training in Malaysia and offshore platform for oil & gas company.

Mr. Tim Du Founder & Owner of Tianjin Prosperity Bai-Li Engineering & Machanical Co.,Ltd, China

Du founded the company in year 2006 started with used equipment trading and shifted the focus on the aerial work platform from year 2011, foreseeing the big potential rental demand of China market. With 3 years' investment and continuous effort, he has made a good achievement in both market share and reputation. The company is the top aerial work platform rental company up north of China with strength in multi model selection, professional management and reliable after sales supports.

 

 

Mr. Sarjit Singh, Safety Consultant & Owner of Sarjit Safety Consultancy

Mr. Sarjit has over 20 years of work experience which include 18 years of SHE experience in marine, construction, chemical industries, pharmaceuticals as well as general factories. He joined Ministry of Manpower (OSHD) in February 2006 as a Team Leader in the investigation branch and left the service on 5th May 2010 as Senior Assistant Director of Operations Branch in Occupational Safety, Health Inspectorate (OSHI), managing the five geographical groups covering construction, marine, general factories and petrochemicals in enforcement work. He lead the OSHD formed Work at Height Safety Taskforce in 2008 initiating the National Work At Height programs which include the Fall Protection Plan.
 
In his years of experience in SHE, his achievements include wining the MOM Gold, Silver and special award (Letter of Commendation) and corporate awards for the projects in Merck, Sharp and Dohme and Schering-Plough. As a Safety Professional, He was awarded the highest safety award in U.S by Schering-Plough for good leadership which led to a successful implementation of the SHE program for all the four projects which achieved over ten million man-hours without a single lost workday case.
 
His last position as Regional Safety, Health and Environment Director was with GS Engineering and Construction and had guided them in several areas with regard to SHE. He was also assigned as an Expert Witness for 8 WSH cases.
 

Mr. Worapat Bunluepunyadee, Owner & Founder of Faster Enterprise Co. Ltd.

Bunluepunyadee founded Faster Enterprise and is the pioneer in MEWPs industry in Thailand. He has more than 18 years of MEWPs experience in Thailand market. Being a pioneer, Bunluepunyadee is involved in promoting the safe way of working at height and an advocator of productivity in Thailand. He works closely with the Thailand authority in promoting work at height safety.
