On 8th June 2022, CECE attended a workshop organised by the European Commission on the technical options considered for the road approval of non-road mobile machinery. This is part of a future legislative proposal on road circulation requirements.
On this occasion, the Commission asked the participants to provide feedback on three specific questions relating to the validity of EU-type approvals, on the ground that they are issued for an unlimited duration.
CECE welcomed the chance to share replies to the questions and provided remarks in a written format.
Firstly, CECE is in favour of including end-of-series provisions in the future legislation on road circulation requirements for mobile machinery.
However, CECE does not feel that, at the moment, there is the need to introduce small series provision in light of the simplified approach proposed by the European Commission. This is in addition to the possibility for manufacturers only placing limited number of products on public road to still rely on the small series provisions granted at national level.
Also, CECE supports the need to have exemptions in place for new technologies or new concepts, particularly in light of some challenges we are facing in relation to the determination of power for electrically driven machinery.
Lastly, we have reiterated and argued our request to include towed equipment in the scope of the upcoming legislative proposal.
